GSA Schedule Proposals require three sections: (1) Administrative Contract Data: which consists of 6 administrative actions, (2) A Technical Proposal: which includes past performance project experience and corporate experience, and (3) Pricing Proposal: which includes a pricing breakdown, labor category descriptions and build up. Each step is broken down into sections that will allow the organization to prepare a robust proposal with the assistance of a proposal manager to submit to GSA. Once all proposal documents are finalized, the proposal will need to be submitted to GSA through the eOffer system.
