vetsgsaIssues with not establishing the Basis of Award correctly or monitoring it after GSA Schedule award.  According to the GSA Office of Inspector General, it has reported that at least one-third of the GSA contractors audited currently do not have systems to accurately accumulate and report schedule sales which were stated in the GSA OIG Publication “Major Issues from Multiple Award Schedule Pre award Audits Audit Memorandum Number A120050-5, March 13, 2015”. The number of contractors is probably higher than the sample stated since the majority of current clients do not know who their Basis of Award Customer is if they truly established a correct Basis of Award Customer. Was a thorough pricing analysis performed when you established your rates on the GSA Schedule? Most customers that have had compliance issues always started where they did not truly perform a pricing analysis on the current rates for the schedule and most likely created rates or simply offered rates that were not the lowest or most favorable to GSA.  For a number of years’ contractors would simply create pricing per not the best advice and claim that it was an established commercial price list. Most auditors will be able to determine if this was a true statement and recreate pricing at the time of proposal submission. GSA Schedule consultants can be used to either establish this correctly during the proposal stage or address the issue after award and potential change the terms and conditions of the contract.
